A 19-year-old mother has been charged with dumping her 3-week-old daughter along a rural road for 12 hours and lying to police about the baby's whereabouts, prompting an Amber Alert.
Bond was set at $100,000 Friday for Kendra Meaker of Toulon, who was charged in Stark County Court with obstruction of justice and endangering the life or health of a child.
Meaker told a judge during a Friday court appearance that she had no job and no income, and said nothing else.

During the hearing, Sheriff Jimmie Dison told the court Kendra that showed up at his department Thursday morning to report that someone had snatched her 3-week-old baby, Mia Graci Thompson, out of the back seat of her car after she went inside the post office in Toulon, about 30 miles northwest of Peoria, to mail a package.
Illinois State Police issued an Amber Alert on Thursday morning.
Meaker, who also has an 11-month-old daughter, eventually changed her story and told Illinois State Police and FBI investigators she left the baby on a roadside, Sheriff Jimmie Dison said. The baby was on the gravel roadside from 8:30 a.m. to 8 p.m. Thursday as scores of police and volunteers searched for her.

The two volunteer searchers who found the crying child and brought her to emergency workers.
Two volunteer searchers, Russell and Mary Jo Van Dran, said they heard a baby crying as they sat inside their truck and found the child in a culvert just off a gravel road outside Toulon.
"My wife was out of the truck like a shot, cut down there and we had a heck of a time getting the baby out of the grass. She had her fingers interwoven in the grass," Russell Van Dran told NBC station WEEK of Peoria, Ill. "We were just at the right place at the right time. God had a hand in this thing too."
Meaker's aunt, Sandy Hollingsworth of Marseilles, is acting as spokeswoman for Meaker's family.
"This has been a hellish 24 hours that our family has endured," Hollingsworth said.

The Illinois Department of Children and Family Services said the baby was being cared for at a hospital. Meaker's 11-month-old daughter was with relatives.
A telephone listing for Meaker was disconnected. Meaker is next due in court Oct. 12.
Under Illinois' Safe Haven law, parents are allowed to relinquish custody of an unharmed newborn up to 30 days old to personnel at a hospital, emergency medical care facility, police or fire station.
Parents can give up their child anonymously and without the threat of prosecution for abandonment.

In order to file bankruptcy in Nevada (and elsewhere in the United States), you?ll have to undergo a certain amount of consumer education. This is required both before you file and before the court agrees to erase your debts.
The first step in applying for Chapter 7 or 13 bankruptcy is receiving credit counseling. This requirement was added by Congress in 2005 as part of a general effort to make it more difficult for consumers to apply for bankruptcy protection.
A consumer petitioning for bankruptcy must undergo a credit counseling course offered by a an agency that has been approved U.S. Trustee. You must do this within 180 days before filing a bankruptcy petition. These courses can be completed in person, online or by phone. If you don?t do it, your petition will be dismissed.
Credit counselors will closely examine your financial situation with you and explore whether you have alternatives to declaring bankruptcy. These might include arranging payment plans with your creditors, for example. Primarily credit counseling is a screening step, meant to weed out consumers who have tuned to bankruptcy without exhausting their other options. Even if your counselors suggest repayment, you can still file for bankruptcy.
More debtor education is required later in the bankruptcy process as well. Before the court will finally discharge your debts at the end of your Chapter 7 or Chapter 13 proceedings, you will have to complete a so-called debtor education course.
Unlike credit counseling, which focuses on your present situation, this two-hour course is all about the future. It teaches you skills for budgeting, saving and smart credit management.
If you?re seeking Chapter 7 protection, this course must be completed within 60 days of your creditor meeting. If you?re seeking Chapter 13 protection, it must be completed before you make the last payment on your repayment plan.
The U.S. Trustee maintains a list of acceptable agencies providing credit counseling and debt education courses. It can be found at www.justice.gov/ust under ?Consumer Information,? then ?Credit Counseling & Debtor Education.? A Smyrna, Tenn., woman is suing Southwest Airlines for?$800,000 in total damages after a flight attendant reportedly spilled hot tea in her lap during a?flight.
Passenger Angelica Keller filed a lawsuit Tuesday in?Nashville?s Davidson County Circuit Court alleging the Dallas-based airline?didn't?warn her of any potential danger in the delivery of hot tea, The City Paper in Nashville reported. She?suffered second-degree burns from the spill, the paper reported.
The lawsuit document?explains?that Keller ordered hot tea while on Southwest Flight 955 from Nashville to?Houston on Dec. 28, 2011. She was seated in the front of the plane at a?bulkhead window seat that had no drop-down table or flat surface. Keller had?the paper cup of hot water and a clear plastic cup with a tea bag and condiments?wedged in her lap. When she tried to take the tea bag, the hot water spilled onto?her lap in her groin area.
The lawsuit alleges that despite being fully clothed, Keller?s?skin blistered and peeled, and she has permanent scarring. Among her claims, she?is suing Southwest for negligence in not providing some type of tray and for?not warning her of the potential dangers involved in the delivery and?consumption of hot tea in the bulkhead seats.
The lawsuit asks for $300,000 ?for property damages, bodily?injury, medical expenses, pain and suffering, and other related expenses.? She is also seeking?$500,000 in punitive damages.
Southwest responded with a?statement Friday morning: ?Our Customers? safety and comfort are our top?priorities, and we safely serve millions of drinks onboard every year. The?referenced event is unfortunate and we are currently reviewing it. We can?t?provide additional details due to the pending lawsuit that was filed.?
Keller?s attorney, Robert A.?Anderson, declined NBC News? request for comment Friday.
The case draws some parallels?to the well-known case from the early 1990s, when an Albuquerque,N.M. woman sued McDonald?s over hot coffee that spilled on her lap in the car.?Following a trial, the jury found Stella Liebeck only 20 percent at?fault, and she was awarded $160,000 in compensatory damages and $2.7 million in?punitive damages.
Yale Law School professor?Steven Duke told NBC News?the major issues to be determined in this Southwest Airlines?case is primarily?how hot the water was.
?Secondary issues would be what?measures, if any, were taken to reduce the risk that the hot water would be?spilled,? Duke said in an e-mail.
Duke notes that in the McDonald?s?case, the fast-food chain had received more than 700 reports of people burned?by their coffee.
?Lawsuits based on claims of burns?from hot coffee or tea are often joked about as the prime example of a?frivolous lawsuit, as was the case with Liebeck v. McDonalds, but that case was?not frivolous,? Duke said. ?The lawsuit against Southwest Airlines may or may not be?frivolous depending on the facts of the case which are typically decided by a?jury.?
Duke believes Keller getting $800,000?is unlikely ?unless the plaintiff can prove outrageous behavior by airlines?personnel and can get punitive damages.?

LOS ANGELES (Reuters) - The Los Angeles City Council on Friday approved a $1.2 billion plan to build a downtown football stadium, moving America's second most populous city closer than it's been in nearly two decades to having a professional football team.
Council members voted unanimously in favor of the Anschutz Entertainment Group's proposal to erect the 72,000-seat stadium in the city's downtown core. It will be named "Farmer's Field." AEG, controlled by billionaire Phil Anschutz, is up for sale but an agreement with the city will require its new owners to take up the stadium project.
Hundreds of football fans in the yellow-and-blue jerseys of the departed Los Angeles Rams football team, ushers from sports arena Staples Center sporting "Farmers Field" T-shirts, and even carpenters' union members turned up at Friday's vote, jamming the meeting room and spilling into the hallways outside. NBA Hall of Fame basketball player and local celebrity Kareem Abdul-Jabbar arrived to raucous applause.
AEG executives say they plan to lure a National Football League team to anchor the new stadium. The St. Louis Rams and Oakland Raiders are among teams expected to be contacted.
"As we proved to the Los Angeles Lakers and the Kings, if you build a great home they will come, and they will build championships," said AEG president Tim Leiweke. "We're making a statement to the NFL: L.A. is now open for business."
The city has been without professional football since 1994, when the Rams, then playing in nearby Anaheim, as well as the Raiders, both left. Business and labor groups testified in favor of a plan that could create from 20,000 to 30,000 jobs and generate business downtown. Critics protested about traffic congestion and costs to the city.
Biotech entrepreneur Patrick Soon-Shiong - who sat in the front row of the meeting room on Friday with Leiweke - said he was interested in buying AEG and owning an NFL team. L.A.'s richest man, whose wealth is estimated at more than $7 billion, said he will use AEG's sports teams and its concert touring business to help promote healthy lifestyles to youth.
AEG's construction proposal involves the issuance of $314.6 million in bonds, backed by taxes, lease agreements and other revenue sources. No direct public funding will be involved, council members said in approving the plan.
"This is about bringing jobs back to L.A., make no mistake," said Councilwoman Jan Perry, in whose district the stadium would be located.
The council's approval is expected to create fierce competition between AEG and Majestic Realty, which has won approval to build an NFL stadium in the City of Industry, miles from the downtown district.
NFL owners are expected to meet in March, when they could approve the transfer of a football franchise, if an agreement is reached to relocate a club to Los Angeles.

MINNEAPOLIS (AP) ? A man fired from his job at a Minneapolis sign-making business pulled out a handgun and began shooting up its offices, fatally wounding the owner and four others before turning the gun on himself, police said Friday.
Andrew Engeldinger, 36, injured at least three others in the Thursday attack at Accent Signage Systems, which Police Chief Tim Dolan said lasted no more than 15 minutes. Dolan also said Engeldinger may have chosen to spare some former co-workers.
"It's clear he did walk by some people, very clear," Dolan said.
Engeldinger's family said in a statement issued through the National Alliance on Mental Illness later Friday that he had struggled with mental illness for years. They offered sympathy to the victims.
"This is not an excuse for his actions, but sadly, may be a partial explanation," the statement said.
No details were released about why Engeldinger was fired, but police said he had ongoing problems at work. Investigators who searched his home Thursday night found a second gun and packaging for 10,000 rounds of ammunition in the house. In the shooting, Engeldinger used a 9mm Glock semi-automatic pistol he had owned for about a year, Dolan said.
"He's obviously been practicing in how to use that gun," Dolan said.
Among those killed was Accent Signage System owner Reuven Rahamim, 61, employee Jacob Beneke, 34; and Keith Basinski, 50, a UPS driver who had made deliveries and pickups at the business for years.
Relatives described Rahamim, who immigrated from Israel and spent three decades building his business after starting it in his basement, as a passionate cook and devoted to his family. Beneke was an avid sculpture artist and painter who worked as a digital imaging manager, and Basinski was a Wisconsin native dedicated to the Green Bay Packers who Dolan said "just happened to be in the wrong place at the wrong time."
The other two men killed were identified as Rami Cooks, 62, of Minnetonka, and Ronald Edberg, 58, of Brooklyn Center. Two other people remained at the hospital, one in serious condition and one critical condition. Four of the five men killed suffered multiple gunshot wounds.
Police received multiple 911 calls from inside the business during the attack, which Dolan described as "a hellish time." When officers arrived, they heard no shots but found some evidence people had tried to fight back, Dolan said. He declined to elaborate.
Police initially said Engeldinger was fired in the morning, then returned in the afternoon. But police revised their account later Friday, saying they were piecing together chaotic events from multiple witnesses and that no one saw the shooting from start to finish.
Capt. Amelia Huffman said it appears Engeldinger got a letter of reprimand in the mail, came into the office Thursday afternoon and was then terminated.
"This had been an ongoing employee situation, which culminated in termination in the afternoon," Huffman said. "From the best we can tell, the incident started right after Mr. Engeldinger had been fired."
She said there was a struggle in the office and shots were fired, and employees elsewhere in the building heard gunshots. "And Mr. Engeldinger left the back office area and fired additional shots throughout the building," she said.
There were more than 20 people in the building at the time.
Dolan described Accent Signage System, a business that includes both offices and manufacturing, as a large building with many rooms branching off to the sides. There was no security and it took tactical units a long time conduct a thorough search. They found two people hiding "a very long time" after the attack began, Dolan said.
Engeldinger's body was found in the basement, he said.
Sue Abderholden, executive director of the National Alliance on Mental Illness' Minnesota chapter, said Engeldinger's family had sought help from the group two years ago, with his parents taking a 12-week course on recognizing and dealing with mental illness.
She said their concerns were "much more centered around paranoid thoughts. No violence or anything like that." The Engeldingers were not able to convince Andrew to seek treatment, she said.
Andrew Engeldinger's uncle, Joe Engeldinger of New Germany, Minn., called his nephew a "good kid" who seemed normal and well-adjusted until about two years ago when he broke off family contact.
"When I would see his family, I would ask them about Andy and nobody could ever tell me anything," Joe Engeldinger said.
Joe Engeldinger, a professional handyman, said his nephew lived with him for a time in the early 1990s shortly after graduating high school, and worked for him helping to renovate old houses.
"He was a good worker. I never didn't trust him with anything," Joe Engeldinger said.
Chuck and Carolyn Engeldinger raised Andrew and his two siblings in Richfield, a suburb directly south of Minneapolis, according to Joe Engeldinger. He said his nephew was excited early in the last decade when he bought his first house ? the modest bungalow in south Minneapolis that police raided late Thursday night, hours after the shooting.
Neighbor Thomas Pitheon said he sometimes exchanged greetings with the man he knew as Andrew but who rarely made much of an impression.
"We just said hi, how you doing, that sort of thing," Pitheon said Friday. "He seemed like an average guy."
Pitheon said he "put two and two together" Thursday night after hearing about the shooting on the radio, then arriving home after dark to find "about a dozen" SWAT teams swarming around Engeldinger's house.
Joe Engeldinger said Andrew's immediate family were having a "horrible time" since learning what happened. He said they were as befuddled as anyone about why he withdrew from loved ones.
The phone line apparently belonging to Engeldinger's parents was not working Friday. His siblings, who also appear to live in the Twin Cities, did not answer phone calls or respond to messages through social media.
"I can only assume there was some kind of mental break there," Joe Engeldinger said. "He wasn't a monster. He wasn't. He was a real good kid, a real good person. He had a real good heart. I don't know what made all this transpire. Hopefully the truth will come out, and won't get twisted into some demented thing."

Earlier this week, President Obama gave what advocates are calling a ?landmark? speech about human trafficking, a growing human rights concern in the United States.
The president focused pretty equally on labor and sex trafficking, and announced a number of new US efforts to combat what he called ?the injustice, the outrage, of human trafficking, which must be called by its true name ? modern slavery.??
Somewhat predictably, though, the most vocal response here to the speech has come from those involved in the anti-sex-trafficking movement.? ?Sex trafficking? is a subset of human trafficking, one that has gotten a lot of domestic attention recently, from politicians to nonprofit organizations, celebrities to church groups. The stories that these groups tell of victims are horrific ? of young girls, many of whom are American, being kidnapped or tricked, and the subjected to all varieties of violence and cruelties while pimps sell them for sex.
But ...? it turns out to be a more complicated story. I wrote a cover story about this a few weeks back for the CSMonitor Weekly magazine. What seems at first glance to be a simple good-versus-evil issue is actually filled with all sorts of debates, confusions, and ambiguities.
You can read the full story, but the gist is that critics say that many anti-sex-trafficking advocates conflate trafficking with other forms of prostitution. And they say this domestic focus on sex has shifted attention ? and resources ? away from the other (and arguably far more common, if you?re including all sorts of forced labor) types of trafficking that Mr. Obama noted in his speech.?
Advocates, meanwhile, say that this criticism is absurd. While certainly all human trafficking deserves attention, they say, there?s no reason not to focus on the exploitation of young girls, many of whom are American.
Which brings me to why I?m writing about this in a parenting forum.
Although this was not necessarily clear from the president?s speech this week, when we talk about sex trafficking in the US, we?re primarily talking about girls under 18 involved in prostitution. It doesn?t matter whether these girls are beaten and burned and kidnapped, as many of the stories go, or whether they seek out a pimp because they want extra cash. Under US federal law, there?s an argument that if a girl is under 18 and working with a pimp, she?s a sex-trafficking victim.
Now, the numbers on this are incredibly squishy and hard to pin down. (I?m telling you, I spent months trying to figure out how organizations came up with the numbers they throw around, and most of the time there?s no good answer.) But it?s pretty clear that a good number of young American girls are sold for sex (or sell themselves for sex), and it?s also pretty clear that this is ? in the vast, vast majority of cases ? not healthy or happy for these teens.
And here?s another thing: While most prostituted teenagers started out as vulnerable teenagers ? they were homeless, say, or had drug addictions ? there are a number of cases around the US of more mainstream girls ending up as victims.
In Northern Virginia, for instance, prosecutors earlier this year broke up a gang-related sex trafficking ring in which a number of? high school girls ? at least a few of whom lived at home, with parents ? were recruited by other girls into a prostitution business.? In Georgia, there has reportedly been a prostitution ring (again, managed in large part by other girls), run out of an Atlanta area high school.
Now, is the takeaway from this to lock up your daughter, or start panicking because classmates are just waiting for a chance to lure her into prostitution?
No. Rather, the president?s speech, and the growing movement around sex trafficking, is a chance to talk about sexual exploitation ? whether called trafficking or something else.? (It?s a good moment to think seriously about your own prejudices and perspectives on this, also). It?s a chance to talk about exploitation overall, actually, and about how easy it is for us to look away from those whose suffering is uncomfortable or inconvenient to us; whether that?s the young prostitute you try to ignore as you drive through your city at night, or the impoverished worker a world away who is making your next iPhone.
It?s also a good chance to talk about hype, and about looking for facts underneath rhetoric.

(Legal Newsline) - Missouri Attorney General Chris Koster filed three separate lawsuits on Wednesday against individuals and their companies for allegedly misleading consumers with mortgage-modification schemes.Heartland Loss Mitigation LLC and owner Colleen Kelly, Mader Law Group LLC and owner Eric Mader, and CAPLAW, P.A. and owner Jim Caplan were named as defendants in the three lawsuits. The companies allegedly engaged in multiple unfair or deceptive practices.
"Today's lawsuits continue my office's efforts to help Missouri homeowners who are trying to keep their homes as they work their way out of tough situations," Koster said. "Companies that mislead consumers trying to save their homes from foreclosure should stay out of Missouri."
The defendants allegedly: Engaged in the unauthorized practice of law in Missouri, failed to place legally required notifications of homeowners' rights in contracts between defendants and homeowners, persuaded consumers to stop mortgage payments to their lenders by promising successful loan modifications, failed to refund consumers for loan-modification services not received, failed to provide the loan-modification services paid for by consumers, and required and received advance payment for loan-modification services.
The lawsuits are a part of Koster's continuing effort to protect consumers from businesses that advertise and offer illegal mortgage-modification services.

ScienceDaily (Sep. 27, 2012) ? Humanity has landed a rover on Mars. Now, say scientists, it's time to land a boat on Titan. This outlandish scenario could become reality, according to scientists presenting their proposals at the European Planetary Science Congress on Sept. 27.
Titan, Saturn's largest moon, is one of the most Earth-like bodies in the Solar System. With a thick atmosphere, a diameter between that of Earth and the planet Mercury, and a network of seas, lakes and rivers, it is in many respects more like a planet than a moon like Earth's.
The Cassini-Huygens mission, which studied Titan extensively in the 2000s, confirmed that lakes, seas and rivers of liquid hydrocarbons (similar to household gas) exist, covering much of the satellite's northern hemisphere. Although it eventually landed on solid ground, the Hugyens lander was designed to be able to float for a short period.
The new plans, called the Titan Lake In-situ Sampling Propelled Explorer, proposes a boat-probe, propelled by wheels, paddles or screws. The probe would land in the middle of Ligeia Mare (the biggest lake, near Titan's north pole), then set sail for the coast, taking scientific measurements along the way. The mission would last around six months to a year.
"The main innovation in TALISE is the propulsion system," says Igone Urdampilleta (SENER), a member of the TALISE team. "This allows the probe to move, under control, from the landing site in the lake, to the closest shore. The displacement capability would achieve the obtaining of liquid and solid samples from several scientific interesting locations on Titan's surface such as the landing place, along the route towards the shore and finally at the shoreline."
Titan's environment is too cold for life as we know it, but its environment, rich in the building blocks of life, is of great interest to astrobiologists. The satellite's atmosphere is made up largely of nitrogen (like Earth's), is rich in organic compounds and hydrogen cyanide, which may have played a role in the emergence of life on Earth.
The TALISE concept is being developed as a partnership between SENER and the Centro de Astrobiolog?a in Madrid, Spain. This mission concept is the result of a 'phase 0' study. In the following phases the feasibility study and a preliminary mission architecture would be realised to consolidate a possible technical proposal for future space science mission call.

Audio specialist Sennheiser has officially announced a new universal U 320 gaming headset, promising compatibility with the Xbox 360, the PlayStation 3, Mac and PC platforms.
Designed to provide comfort during extended gaming sessions, the U 320 uses an open-acoustic design to create a broader sound - an improvement over full closed-ear headphones - while the 'CircleFlex' soft-padded ear pads are designed to adjust automatically the the contour's of the listener's head. HARRISBURG, Pa. (AP) ? A judge on Wednesday upheld perjury charges against two Penn State administrators accused of lying to a grand jury that investigated allegations ex-assistant football coach Jerry Sandusky sexually abused children.
Dauphin County Judge Todd Hoover ruled against the motions by former vice president Gary Schultz and athletic director Tim Curley that would have thrown out the count of perjury against each man.
The judge did not rule on the other count they each face, failure to properly report suspected child abuse. In that case, the defendants have argued the statute of limitations has expired. The judge said that dismissal request would be ruled on separately.
The judge said the claim made by Schultz and Curley that there is insufficient evidence to corroborate the perjury charges will be more appropriately pursued during the trial. He also said prosecutors have given the defendants sufficient information about which parts of their grand jury testimony make up the perjury allegation.
"Having satisfied the request to specify the statements it will seek to prove as perjurious, we find that the commonwealth need not identify the manner in which it intends to prove the alleged falsity of each statement," the judge wrote.
The perjury counts are felonies, while failure to report suspected child abuse is a summary offense, less serious than a misdemeanor.
Schultz, the university's former vice president for business and finance, has retired. Curley, the athletic director, is on leave. Their trial is scheduled to begin in Harrisburg with jury selection on Jan. 7. Defense lawyers are seeking to split the criminal cases against them.
A spokesman for the attorney general's office declined to comment on Wednesday. A spokeswoman for the defendants' lawyers did not immediately return messages seeking comment.
Sandusky, a former Penn State defensive coordinator, was convicted in June on charges he sexually abused 10 boys, some on campus. He remains jailed awaiting sentencing Oct. 9.
Eight young men testified against Sandusky, describing a range of abuse they said went from grooming and manipulation to fondling, oral sex and anal rape when they were boys and for some included acts that occurred inside Penn State team showers. One young man testified his muffled screams from the basement of the Sandusky home in State College, where Penn State is based, went unanswered as Sandusky attacked him.
The 68-year-old Sandusky maintains his innocence, acknowledging he showered with boys but insisting he never molested them. Given his age and the serious nature of the crimes of which he was convicted, he's likely to receive a sentence that will keep him in prison for life.
The abuse scandal touched off by Sandusky's Nov. 5 arrest rocked Penn State, bringing down famed coach Joe Paterno and the university's president and leading the NCAA, college sports' governing body, to levy unprecedented sanctions against the university's football program.
Former FBI Director Louis Freeh, hired by university trustees to conduct an investigation into the university's handling of abuse complaints against Sandusky, concluded that Paterno, ousted president Graham Spanier, Curley and Schultz concealed a 2001 allegation against Sandusky to protect Penn State from bad publicity.
The late coach's family, as well as Spanier, Curley and Schultz, have hotly disputed Freeh's assertions.

NEW YORK?Months after he used former President Bill Clinton in ads to attack President Barack Obama, Mitt Romney finally shared a stage with the 42nd president. In an address at the Clinton Global Initiative's annual conference, Romney argued that the United States needs to retool how it allocates foreign aid.
Ahead of his speech, Romney poked fun at Clinton's influence on the 2012 race. After Clinton praised the former Massachusetts governor's support for the service programs City Year and AmeriCorps, Romney joked about the former president's glowing introduction.
"If there's one thing we've learned this election season, it's that a few words from Bill Clinton can do any man a lot of good," Romney said. "After that introduction, I guess all I have to do is wait a day or two for the bounce."
In his speech, Romney outlined plans for a "new approach" to America's foreign aid system, arguing that the U.S. should tie development assistance to requirements that would remove trade barriers to allow for greater U.S. investment and the spread of free enterprise.
"Ours is a compassionate nation. We look around us and see withering, suffering. Our hearts break," Romney said. "But too often our passion for charity is tempered by our sense that our aid is not always effective. We see stories of cases where American aid has been diverted to corrupt governments. We wonder why years of aid and relief seem never to extinguish the hardship, why the suffering persists decade after decade."
Romney argued that temporary aid under the current program can "jolt an economy" but "it can't sustain an economy" because "at some point, the money runs out." He insisted that a foreign aid program should be designed to foster private enterprise and job creation that would have a longer-lasting impact on a country's future.
Romney never directly referenced his Democratic opponent, but his speech was clearly meant to serve as a contrast to Obama's foreign policy approach, which has occurred against the backdrop of unrest in the Middle East and North Africa. The president speaks before the United Nations Tuesday about his policies.
Romney's speech came a day after he criticized Obama's comments on CBS' "60 Minutes" over the weekend, where the president suggested the recent outbreaks of violence overseas were just "bumps in the road." The Romney campaign immediately seized on the remark, suggesting that Obama was downplaying the death of Chris Stevens, the U.S. ambassador to Libya, and other Americans killed in attacks on U.S. diplomatic missions abroad.
Romney made no mention of Obama's comments but offered an implied criticism of the president's policies, arguing that the way to curb violence in the Middle East is to offer not simply foreign aid but opportunities for "work."
"That must be at the heart of our effort to help people build economies that can create jobs for people, young and old alike. Work builds self-esteem. It transforms minds from fantasy and fanaticism to reality and grounding," Romney said. "Work will not long tolerate corruption nor quietly endure the brazen theft by government of the product of hardworking men and women."
In a clear dig at Obama, Romney said if he wins the White House, he hopes to "remind the world of the goodness and bigness of the American heart."
"I will never apologize for America.?I believe that America has been one of the greatest forces for good the world has ever known," Romney said. "We can hold that knowledge in our hearts with humility and unwavering conviction."

UNITED NATIONS (AP) ? Syria's civil war is worsening and there is no prospect of a quick end to the violence, international envoy Lakhdar Brahimi said Monday in a gloomy assessment to the U.N. Security Council.
The new envoy leavened his message, however, saying he was crafting a new plan that he hoped could break the impasse, but refused to give details or say when it would be ready.
Despite President Bashar Assad's refusal to end his family's 40-year grip on power, some tentative hope of a solution remained, Brahimi said in his first briefing to the council since he took over from Kofi Annan on Sept. 1 as the U.N.-Arab League special representative for Syria
"I think there is no disagreement anywhere that the situation in Syria is extremely bad and getting worse, that it is a threat to the region and a threat to peace and security in the world," Brahimi told reporters after the closed-door talks.
Activists claim nearly 30,000 people have died in the uprising which began in March 2011, including in attacks Monday by Syrian warplanes in the northern city of Aleppo.
Brahimi had just returned from Syria and refugee camps in Jordan and Turkey. His gloomy report of a looming food crisis, battle-damaged schools and shuttered factories, contradicted his insistence that he saw grounds for optimism, including "some signs" that the divided Syrian opposition may be moving toward unity. That is key for any political negotiations Brahimi would oversee.
"I refuse to believe that reasonable people do not see that you cannot go backward, that you cannot go back to the Syria of the past. I told everybody in Damascus and everywhere that reform is not enough anymore, what is needed is change," said Brahimi, who has met with Assad and other regime officials in Damascus.
"Paradoxically, now that I have found out a little more about what is happening in the country and the region, I think that we will find an opening in the not too distant future," Brahimi said.
Brahimi said he wanted to hold further discussions before disclosing precisely what action he plans to propose. "I do not have a full plan for the moment, but I do have a few ideas," he said.
According to a diplomat inside the council's private briefing, who demanded anonymity because he was not authorized to publicly to reveal details, Brahimi was also reluctant to discuss the proposals with the Security Council. "He kept his cards very close to his chest," he said.
In the private talks, Brahimi urged Security Council members to overcome the diplomatic deadlock which has paralyzed their ability to help end the crisis.
The Security Council is the only U.N. body that can impose global sanctions and authorize military action. Russia, Syria's key protector, and China have vetoed three Western-backed resolutions aimed at pressuring Assad to halt the violence and open talks with his opponents on a transition of power.
"If I do not represent the entire council, I am nothing. I need to be seen to represent a united council and a united League of Arab States," Brahimi told reporters.
Brahimi told the council that he believed Assad's goal was to return the country to "the old Syria," in which he and his father had ruled as dictators for four decades, the diplomat said.
He said Brahimi claimed Assad's intention was to portray the uprising as fueled by outside nations in a bid to discredit his internal opponents.
The envoy told the meeting that food shortages are likely in Syria because of a poor harvest and citizens fear seeking hospital treatment when injured. Brahimi said about 2,000 schools had been damaged and others used as shelter by those who had lost their homes. Many factories and pharmaceutical laboratories were destroyed or falling into disrepair, according to the diplomat.
Despite a call from Germany's Foreign Minister Guido Westerwelle to maintain backing for Annan's six-point peace plan, which starts with a cease-fire and ends with a political transition, Brahimi said only that the ideas would remain "elements in my toolbox."
Brahimi said it wasn't yet clear how his new proposals might incorporate Annan's plan and a June declaration by world leaders in Geneva backing the peace process.
Annan's plan never took hold and was largely ignored by the government and the rebels before it ultimately collapsed.
Iranian President Mahmoud Ahmadinejad, meanwhile, said that Iran is neutral in the Syrian civil war, and denied allegations that Tehran is providing weapons or training to Assad's regime.
"We like and love both sides, and we see both sides as brothers," he said. He referred to the conflict in Syria as "tribal" fighting and said that international "meddling from the outside has made the situation even harder." He refused to say whether Iran would accept a government not led by the Assad regime, which for years has been Iran's closest ally in the Middle East.
Ahmadinejad also alluded to the U.S.-made amateur anti-Islam video, accusing the United States and others of misusing freedom of speech and faiiing to speak out against the defamation of people's beliefs and "divine prophets."
The Iranian leader also called Israel a nuclear-armed "fake regime."

MINERAL WELLS, Texas ? Similar to a roadside cross, a white ?ghost bike? has been erected as a memorial to a fallen cyclist who has been killed or severely injured by a motor vehicle.
A white mountain bike was placed alongside U.S. Highway 180 West , near where a woman died after she was struck from behind by the driver of a pickup truck.
Texas Department of Public Safety Sgt. Jeffrey Poole said the completed investigation into Monday?s fatal wreck involving cyclist Iris Stagner will be turned over to District Attorney Michael Burns for his review and determination whether pursue formal charges.
No charges have been filed against the driver, a Palo Pinto County man in his mid 70s.
Ghost bikes, dappled throughout Texas, the nation and world, are meant not only as a memorial to the individuals who lost their lives, but are intended to remind passing motorists to share the road with cyclists, as well as other more vulnerable road users.
According to ghostbikes.org the first ghost bikes were installed in St. Louis, Mo., in 2003.

CAPE CANAVERAL, Florida?? With an eye toward developing a commercial spaceport, Florida has asked NASA to transfer 150 acres of land north of the shuttle launch pads and the shuttle runway to Space Florida, the state's aerospace development agency.
"Florida believes that the properties identified in this request are excess to the needs of the U.S. government," Lieutenant Governor Jennifer Carroll, who is also chairwoman of Space Florida, wrote in letter to NASA chief Charles Bolden and Ray LaHood, secretary of Department of Transportation, which oversees commercial space transportation in the United States.
The letter, dated Sept. 20, was posted on the state's Sunburst public records website.

"If we want to be satisfied with 10 to 12 government launches a year, I don't have to do anything," Space Florida president and chief executive Frank DiBello told Reuters.
But he said those launches would likely end when commercial sites elsewhere are able to offer affordable rates.
"What has existed for decades has been good, but the marketplace has been largely governmental. What commercial market there was, we have essentially lost overseas. I'm not only anxious to bring some of that back, but I'm anxious for the next-generation of providers, both the launch companies and the satellite owner-operators, to have Florida be the place where they seek to do business," DiBello said.
Similar commercial spaceports have been set up in New Mexico, where Virgin Galactic, an offshoot of Richard Branson's Virgin Group, plans to fly a fleet of suborbital passenger spaceships, as well as Alaska, Virginia and California.
Commercial space launches from Cape Canaveral Air Force Base in Florida and from Vandenberg Air Force Base in California, both of which can accommodate bigger rockets and more diverse payloads than the other sites, are subject to military oversight.
Florida's request comes as NASA is working to revamp the Kennedy Space Center following the end of the shuttle program last year. It also is timed to woo privately owned Space Exploration Technologies, or SpaceX, to build its third launch site in Florida.
The company, founded and run by Internet entrepreneur Elon Musk, currently flies its Falcon rockets from a refurbished and leased pad at Cape Canaveral Air Force Station. It is preparing to activate a second launch site at Vandenberg before the end of the year and is looking to build a third launch pad in a commercial zone.
Out of a backlog of 42 Falcon 9 flights, worth about $4 billion, 65 percent are for commercial and non-U.S. government customers, Brian Bjelde, SpaceX director of product and mission management, said at the American Institute of Aeronautics and Astronautics conference in Pasadena, California, earlier this month.
An environmental study of a site in Brownsville, Texas, near the Mexican border, is under way. SpaceX also is looking at sites in Puerto Rico, Hawaii and other states, Bjelde said.
Shiloh revisited
In 1989, Florida proposed building a commercial launch pad north of the space shuttle complex in an area known as Shiloh, an old citrus-growing community that straddles Brevard County to the south and Volusia County to the north.
That initiative was hastily shut down by environmentalists' concerns over scrub jay habitats and other issues.
"This site is not exactly the same. We were going after a lot more land then," DiBello said.
"What we are seeking is a collaborative effort and we want to do that early on so they're all involved and all part of the dialog. This includes the Department of Interior and wildlife and refuge community," DiBello said.
Some of the requested land is believed to be owned by Florida, which lays claim to about 56,000 acres of the 140,000 acres that comprise the Kennedy Space Center and the surrounding Merritt Island National Wildlife Refuge.
The federal government was allowed use of the land for the national space program, with the caveat that it would revert back to the state if it was no longer needed for NASA's purposes.
NASA never developed the Shiloh site.
Space Florida already has an agreement with NASA to operate one of the three space shuttle processing hangars.
DiBello said cost estimates to develop a new launch site at Shiloh were not yet available. Though Space Florida is, in part, a special municipal district, with powers to tax and sell bonds, the agency is not looking at levying taxes for spaceport development, DiBello said.
"Right now we hope that we could keep SpaceX here, but there are others that will be coming into the marketplace, I'm convinced," he said.
