The school and home food environments have long been targets for obesity intervention efforts for the obvious reason that these two places are the sources of the majority of kids' meals. But with kids consuming 25% of their daily calories between lunch and dinner, the after school environment is quickly becoming a new focus for obesity researchers.

Researchers explored "obesity prevention outside the lunchroom" during a symposium at the 2012 ISBNPA annual meeting.

"Even if we do a great job with school policies and school environments, we can undo that pretty quickly if it's not reinforced within the home and within out of school time activities," said Christina Economos, PhD (pictured right).

In fact, many healthy after-school programs for children, like organized sports, undermine their impact on child fitness and obesity by providing snacks of poor nutritional value.

Economos's research team at Tufts University conducted a nation-wide survey with 1,178 children ages 8-18. The survey consisted of six questions about access to fresh fruit, vegetables, chips, cookies, and candy in the home, at school, and out of school.

Economos found that as children grow older, they see a decrease in access to healthy foods and an increase in access to unhealthy foods. Tweens (ages 8-12) perceive after school environments to have less availability of healthy food options, while adolescents perceive the after school environment to have the lowest availability of healthy foods.

The development of healthy programs and policies in the after school environment is the focus of Child Obesity 180, a multi-sector team of senior-level leaders in obesity prevention, including Economos.

After reviewing the results of this study, Child Obesity 180 decided to lead an initiative called, Healthy Kids Out of School. They paired with 9 national organizations who have contact with a large number of adolescents and came up with three guiding principles for children involved in these organizations:

1. Drink right
2. Move more
3. Snack smart

The program strives to give children an opportunity to learn more about healthy eating and physical activity that is consistent across all nine organizations. They understand that obesity prevention goes beyond the lunchroom in order to make a change.

Delta loses vaulter's poles, athlete calls it 'bummer for sure'

Lost baggage can ruin any air traveler?s day, but a pole vaulter who says Delta Air Lines lost track of her poles has been left wondering what could have been after a disappointing finish at a national championship.

Kati Davis, a senior at Central Washington University, paid the carrier a $200 fee to have the 14-foot poles transported on a flight from Seattle to Colorado Springs on May 22.

She was on her way to the NCAA Division II Outdoor Track & Field National Championships in Pueblo, Colo., where expectations were high for the 23-year-old athlete: Davis was going for her third All-American title.


But while she anxiously awaited the arrival of her equipment, the poles went on a three-day odyssey that eventually included stops in Salt Lake City, Atlanta and Denver. They never made it in time for the competition last Friday, where Davis had to use borrowed poles and ended up not making the cut.

?I don?t blame Delta for how I did at nationals. It definitely aided in me not jumping my best, but I don?t blame them for that,? Davis told msnbc.com.

?At the same time, I think it?s unacceptable in this day and age when you?re having to pay so much for baggage ... how they treated me during this whole week and what they do with baggage and how they can?t keep track of things.?

Delta did not respond to a request for comment for this story.

When the poles were nowhere to be found once Davis landed in Colorado Springs, a Delta agent told her they had never left the ground in Seattle and were still in the airport?s oversize baggage area, Davis recalled.

The airline arranged to have them delivered to her the next day, but after a stop in Salt Lake City, the poles somehow ended up in Atlanta for two days.

They finally arrived in Denver on the day of the competition, so Davis? coaches made the two-hour drive from Pueblo to pick up the equipment, but they got stuck in Memorial Day traffic on the return trip and didn?t make it back on time.

Davis was on her own when the championships began.

?I was at my national meet and I had some borrowed poles and I had no coach. It was a bummer for sure,? she said. She ended up ?not-heighting,? or not able to clear the initial height.

Davis, who has flown with her poles more than 20 times, noted that this was the first time she has ever had a problem with an airline transporting the equipment.

She was on the phone with Delta at least five times a day during the three-day quest, she said, and wasn?t impressed.

?The most frustrating part was the lack of customer service. I got the runaround the whole time,? Davis recalled.

She did receive two $100 vouchers for her trouble from the carrier and is in the process of getting the $200 fee refunded, David said.

Delta's luggage handling statistics stack up favorably compared with other domestic carriers, the latest government statistics show, with just over two lost bags per 1,000 passengers.?

The best performer -- Virgin America -- had less than one complaint per 1,000 passengers, while the worst performer -- American Eagle Airlines -- had more than six complaints.

The new Collective Bargaining Agreement is supposed to include expanded use of instant replay. It wasn?t able to be implemented for 2012, however, because no one was clear on how the logistics would work. Jayson Stark was on ESPN Radio this morning, however, and he says that the league, the union and the umps have an idea in the works that could go online in 2013. Via Business Insider:

  • A group of umpires will watch games from a central location
  • On plays that are ?clearly wrong? the group would then signal the umpires at the game and let them know there is an obvious call that needs to be changed

As has been previously reported, the expanded replay would be used for home runs, boundary calls and catches vs. traps, initially. After that, Stark said, it could be opened up to ?all sorts of calls,? assuming the kinks were worked out as applied to limited calls.

The new wrinkle here is the umpires at a ?central location.? While this is not quite what I envisioned ? I like the idea of a fifth ump on every crew, stationed in a booth at the game ? it is preferable to any challenge system or a system like the one we have now in which home run calls are reviewed via the umps leaving the field for a few moments.

The benefit to what Stark is describing: the idea that someone can just call in and overrule something if it?s simply a bad call as opposed to integrating replay into game strategy like football does. There is also a speed enhancement keeping the umps on the field. For the league: the benefit of not having to hire 15 new umpires to man the current crews.

The downside: depending on how many umps are at this ?central location,? is it not possible that calls could be missed or that reviews could take longer? There are sometimes 15 games going on at once. What if there are multiple obviously wrong calls at once? It also seems that a disembodied voice from HQ overruling calls could lead to some resentment and ultimately problems between the field umps and the replay umps. ?If you had a replay ump at each park, as part of the regular umpiring crew, even rotating through on-field assignments like umps on a crew do now, there is an instant parity and respect between roles.

But let?s not make the perfect the enemy of the good. If MLB is going to go with a replay regime that (a) involves eyes in the sky making common sense reversals of bad on-field calls; that (b) could eventually be expanded into ?all sorts of calls,? that?s progress of a major kind.

(AP) ? Former Prime Minister Tony Blair said Monday that he couldn't stand up to the Britain's media tycoons while in power, telling an official media ethics inquiry that doing so could have dragged his administration into a political quagmire.

Blair's testimony, briefly interrupted by a heckler who burst into the courtroom to call him a war criminal, shed light on the canny media strategy used to create the "New Labour" image that repackaged his party as more mainstream and business friendly, bringing it back to power after 18 years in opposition.

Blair, who was premier from 1997 to 2007, enjoyed strong press support in his early years, including backing from media mogul Rupert Murdoch's influential newspapers. But he found himself isolated near the end of his decade in power due in large part to his unpopular decision to join the U.S.-led invasion of Iraq.

The greying ex-prime minister said he long had concerns about what he once described as the "feral beasts" of the media but had to tread carefully where press barons were concerned.

"I took a strategic decision to manage these people, not confront them," he told Lord Justice Brian Leveson, who is leading the inquiry. "I didn't say that I feared them ... (but) had you decided to confront them, everything would have been pushed to the side. It would have been a huge battle with no guarantee of winning."

Leveson's inquiry was set up following revelations of phone hacking at Murdoch's News of the World tabloid, a scandal which has rocked the British establishment and raised questions about whether top politicians helped shield Murdoch ? and the media in general ? from official scrutiny.

Blair's time at the top has come under particular scrutiny because of the unlikely ? and mutually beneficial ? alliance the media-savvy prime minister forged between his left-wing Labour Party and Murdoch's News Corp. ? a company whose holdings include the populist The Sun newspaper and the right-wing Fox News network.

Blair became so friendly with Murdoch that he was chosen to be the godfather to one of Murdoch's children. The Blair government's relationship with Murdoch has since been described by several former colleagues as having been too close for comfort.

The former prime minister made no apologies for courting Murdoch, saying he was just one of several media tycoons who could make life difficult if they weren't happy with a position he was taking.

He denied doing any kind of deal with Murdoch, "either express or implied" ? although he acknowledged calling the Australian-American tycoon ahead of elections to make sure that Labour could count on News Corp.'s support.

Blair's testimony was interrupted when a heckler burst in through a secure corridor behind Leveson, shouting: "This man should be arrested for war crimes!" before being removed by security. British media reported that the heckler, who identified himself as filmmaker David Lawley Wakelin, had previously heckled Blair over the 2003 invasion of Iraq at a televised question and answer session.

Such incidents ? a testament to the divisiveness of Blair's decision to go to war in Iraq ? are routine. Last week, a handful of protesters yelling out "warmonger" interrupted his speech at Colby College in Maine.

Blair, wearing a navy suit and sporting a tan, watched impassively. Leveson, looking ruffled, said he would investigate how the man managed to sneak in to the restricted area.

Wakelin ? who was released without charge ? later told London radio that he took advantage of an unguarded door in the maze-like Royal Courts of Justice, where the inquiry is being held.

Blair spent a considerable amount of time challenging the reputation his lieutenants built up for bullying, manipulation, and "spin" in his decade in office.

Still, he acknowledged that politics and media had become "far more rude and brutal ? and in a sense crude ? in its interaction."

Blair's appearance kicked off an important week at the judge-led inquiry. Current ministers, including Culture Secretary Jeremy Hunt, Education Minister Michael Gove and Home Secretary Theresa May, are due to testify in the coming days.

Prime Minister David Cameron is also expected to testify before Leveson, whose inquiry was set up last year after it emerged that reporters at the Murdoch-owned News of the World tabloid had routinely hacked into the phones of public figure and crime victims.

The scandal has rocked Britain's establishment, leading to the arrest or resignation of dozens of journalists, media executives, political operatives and police, prison and military officials. It's also exposed a pattern of wrongdoing across the British press, from bribery to blackmail.

The investigation continues: As Blair was testifying, police said they'd arrested a 42-year-old woman who was not identified on suspicion of money laundering offenses linked to the hacking scandal. She was later released on bail.

Garage-sale find: Photo of woman's dead son

A Kansas boy who bought an old Polaroid camera at a garage sale brought home a special gift for his grandma: Inside was an image of her son, who was killed in a car crash 23 years ago.

The Wichita Eagle reports that Addison Logan, 13, went with his grandmother, Lois Logan, to several garage sales in west Wichita. At one of them, he found a Polaroid camera for sale and bought it for $1.

When he opened the camera's cartridge later back at her house, he found an old photograph and showed his grandmother, the Eagle reports.


It was a photo of her son Scott, sitting on a sofa with a high school girlfriend about 10 years before he was killed in a car accident.?

"It was really weird," Lois Logan told the Eagle.?

The Logans told the Eagle that they didn't know the people having the garage sale and the man who sold it to Addison couldn't remember where he got it. The woman in the photo married and moved away long ago, the Eagle reported.

Scott Logan was a 28-year-old single dad when he was killed when his car flipped during a business trip. His son lives in Independence, Mo. Scott had been preceded in death by another brother, who also was killed in a car crash.?

Militants post appeal of kidnapped Saudi diplomat

(AP) ? Militants have posted online a video in which a man identifying himself as a Saudi diplomat kidnapped by al-Qaida in Yemen appeals to Saudi Arabia's rulers to respond to his captors' demands and save his life.

In the four-minute clip that appeared on a militant Web site late Friday, a man saying he is Abdullah al-Khaldi asks King Abdullah to grant the kidnappers' demands, including the release of detained women. The video bore the logo of al-Qaida's media arm, al-Malahem.

Al-Khaldi, who is Saudi Arabia's deputy consul in the Yemeni port city of Aden, was abducted in late March. Al-Qaida's Yemen branch claimed responsibility.

"I appeal to King Abdullah, the Custodian of the two Holy Mosques and the Saudi government, to save me and get me out of (captivity by) the al-Qaida organization in exchange for releasing the detained sisters .. and the rest of the demands," al-Khaldi said. He did not say what those other demands were, but Saudi officials say the abductors also asked for a ransom.

Al-Khaldi said in the video that his colleagues had worked as spies helping the Americans. He said three Saudi security officials were involved in "gathering information and data as well as monitoring al-Qaida's sites and commanders .. and the information is being relayed to the American forces to send a plane to these targets."

Al-Khaldi, who appeared dressed in a Saudi-style white Arab robe and checkered headdress, begged the king to return him to his family.

Saudi Interior Ministry has confirmed the kidnapping and said that a Saudi citizen on the kingdom's most-wanted list of terror suspects, Mashaal Rasheed al-Shawdakhi, relayed the demands by telephone to their embassy in Yemen. The Saudis say that al-Qaida's demands included paying a ransom and releasing top al-Qaida prisoners, both Saudi and Yemeni, currently in Saudi jails, as well as half a dozen women prisoners held there.

The Interior Ministry said al-Shawdakhi warned that the diplomat could be killed if the demands were not met.

Yemen's political turmoil has caused a security vacuum in the country, giving al-Qaida the chance to seize large swaths of territory across the restive south. Government forces have recently launched several offensives on militant-held towns.

The United States has thrown its support behind Yemen's new president, Abed Rabbo Mansour Hadi, who has vowed to combat al-Qaida as a top priority.

MADRID (AP) ? The president of troubled Bankia tried Saturday to calm fears about the future of the bank, saying Spain's second largest mortgage lender will emerge as a solid financial entity after it receives ?19 billion ($23.8 billion) in state aid in the country's biggest ever bank bailout.

Bankia and its parent group BFA are prepared to sell a large portfolio of real estate and a "significant package" of companies as part of its efforts to turn itself around, Jose Ignacio Goirigolzarri told reporters.

The Spanish government has promised Bankia the money, an amount far higher than what it envisioned when it effectively nationalized the bank this month after it was stuck with some ?32 billion ($40 billion) in toxic assets derived mainly from the burst real estate bubble.

The government fears that the cost of rescuing the country's vulnerable banks could overwhelm its finances, which are strained by a double-dip recession and an unemployment rate of nearly 25 percent, and force it to seek a rescue by the rest of Europe ? already preoccupied by crisis-hit Greece.

Goirigolzarri outlined the bank's restructuring and recapitalization plans so far, which foresee beginning of the injection of state funds in late June. He said one of his priorities was to "strengthen corporate governance."

Detailed plans of the bank's restructuring would be made public in mid-June and would need to be approved by shareholders, he said.

In June, Bankia will have access to ?4.5 billion ($5.7 billion) requested on May 9 from the state bank rescue fund, FROB. This will be followed in July by the ?19 billion state recapitalization asked for on Friday, Goirigolzarri said.

Should Bankia be able to raise capital on its own by appealing to private investors and existing shareholders, then the government's share could be reduced, he said.

Goirigolzarri said his aim was to consolidate Bankia as a leading financial institution capable of operating with solvency, liquidity and profitability. "We are conscious that we will be managing an organization that has public participation," he said.

Concern about the health of Europe's banks is a key part of the region's financial crisis. Spanish banks are seen as particularly shaky because they were heavily exposed to soured investments such as defaulted mortgage loans and devalued property.

The big fear is that if Greece eventually leaves the euro, confidence in other financially weak countries like Spain and Italy could fall, causing the value of their bonds to drop. Ultimately, the worry is that it could undermine confidence in the system and create bank runs.

Bankia's request for recapitalization came as Standard & Poor's downgraded it and four other Spanish banks to junk status because of uncertainty over their restructuring. Such a move could make it more difficult for the banks to borrow the money the need to turn themselves around.

The bailout has angered a public suffering under the high jobless rate and relentless cuts. Alvaro Torres, 49, who owns a small fruit and vegetable market stall in Madrid, said that if there had been mismanagement in running the bank down, then those in charge should face a criminal investigation.

"If the bank needs to be helped out they should help it out, but first things first, those responsible should be held responsible," he said.

Goirigolzarri said his main immediate concern was to recapitalize Bankia, and he would later decide on how to begin issuing credit.

"We want to expand business, so expanding credit, that is in our interest," he said.

The bank's shares have become subject to turbulent trading. On Friday, Spain's stock market regulator suspended them as Goirigolzarri and his board of directors met to assess how much aid to ask for.

With five months to go until Election Day, the Romney and Obama campaigns are already slinging negative ads. But analysts suggest they're an essential part of voters' decision-making process.

There are still five months to go before Election Day, and the campaigns of Mitt Romney and Barack Obama are just beginning to lock horns for real, but negative attack ads are already exploding over the airwaves and the Internet.

Take Mr. Obama?s recent attack on Mr. Romney?s work at private equity firm Bain Capital?or Romney?s recent broadside against Obama?s economic policies. Both candidates have record-breaking war chests already and continue raising funds at a dizzying pace in anticipation of what may end up being a scorched earth campaign.

?We?re now entering the World War III of attack ads. We are dropping atomic and hydrogen bombs,? says Charles Dunn, a political scientist at Regent University in Virginia Beach, Va. ?We were just firing shotguns before.?

Add to all this the growing deluge of advertising resulting from the 2010 US Supreme Court decision Citizens United, which opened the fire hose for private money pouring into so-called "super PACs." So long as the super PACs do not coordinate directly with the campaign, there is no limit on how much super PACs can spend on ads supporting or denigrating one candidate or another, as witnessed in the messy Republican presidential primary race.

Those hoping this year for a kinder, nobler national debate to choose the next occupant of the White House likely will be sorely disappointed.

But veteran political watchers and analysts readily point out that negative political advertising may?actually be essential to the process of deciding whom to vote for.

?There?s no need to wring your hands about the attacks ads, we?ve always had them, since the beginning of the republic. We have just to acknowledge them and the role they play,? Mr. Dunn says. ?They bring things out about an opponent?s record in ways that a positive ad might not. It is what it is. Let?s not worry about it. Let?s just go on.?

AliExpress starts operating in Russia

Russians are to get direct access to the world?s biggest online trading platform ? China?s AliExpress. Now the company has joined Russia?s leader of electronic payments QIWI, buying Chinese will become even cheaper and easier.

?A wide range of settlement alternatives are opening up, as one can choose between a special internet service ? QIWI Purse, a mobile application or any of the 120,000 payment terminals across Russia, according to a QIWI press release.

Using QIWI services won?t involve any commission for Russians themselves, as it?ll charge the Chinese partner instead, according to AliExpress.?

The deal is timely, as the Russian market of online trade is developing at a fast pace. Experts say it should grow to 600 billion roubles in 5 years, compared to 240 billion in 2010.

?Russia?s market of online trade is at its start-up stage, but its share already now accounts for 4.3% of the total volume of retail trade,? Maxim Popov, a managing director at QIWI Purse, specifies. Delivering good quality at a good price will be a key advantage of AliExpress, Popov added.

The arrival of a new global player will be beneficial for both the seller and the Russian buyer, Andrey Checherin, commercial director at another Russian online trader Ozon.ru, told RBC Daily.

?The market for electronic trade in our country remains far from saturation, so there?s enough space for everybody. And for buyers this would be only good, as more opportunity to choose will open up,? he said.

An integral part of world leader in electronic commerce Alibaba.com, AliExpress has recently become hugely popular in Russia. During 1Q 2012 the amount of buyers from the country skyrocketed 600% year on year.?

To put strong roots into the Russian market, Alibaba is also mulling partnering up with social networks in the country, Leo Shgen, director for global operations at AliExpress.com, told RBC daily.

?We?ll be aggressively looking for partners, and also hoping for the company?s organic growth,? he added.

Digital Sky Technologies Global of Russia?s tycoons Alisher Usmanov and Yury Milner is among Alibaba?s shareholders. The Russian company with US Silver Lake and Chinese fund Yunfeng Capital headed an investor consortium that bought a 5% stake in the Chinese online retailer.

Joaquin Amador Serrapio Jr. to Plead Guilty After Threatening President Obama on Facebook


Word to the wise: Do not do this, even in jest.

Joaquin Amador Serrapio Jr., a Miami college student, plans to plead guilty in federal court to threatening President Barack Obama on Facebook.

His attorney says he intends to plead guilty to one count of threatening to kill or harm the president. Just a figure of speech, you're thinking?

Not really. He threatened to "put a bullet in the president's head." And asked if any of his friends "wanted to help" in a presidential assassination.

Serrapio, 20, faces a maximum five-year prison sentence, but is not likely to receive that. He attends Miami-Dade College ... for now anyway.

There's no indication that Serrapio intended to act on the threats, but still. One can see how his word choice might have indicated otherwise.

EU urges Greece to stay in euro, plans for possible exit

BRUSSELS (Reuters) - European Union leaders, advised by senior officials to prepare contingency plans in case Greece decides to quit the single currency, urged the country to stay the course on austerity and complete the reforms demanded under its bailout program.

After nearly six hours of talks held during an informal dinner, leaders said they were committed to Greece remaining in the euro zone, but it had to stick to its side of the bargain too, a commitment that will mean a heavy cost for Greeks.

"We want Greece to stay in the euro, but we insist that Greece sticks to commitments that it has agreed to," German Chancellor Angela Merkel told reporters after a Wednesday evening summit in Brussels dragged long into the night.

Three officials told Reuters the instruction to have plans in place for a Greek exit was agreed on Monday during a teleconference of the Eurogroup Working Group (EWG) - experts who work for euro zone finance ministers.

The Greek finance ministry denied there was any such agreement but Belgian Finance Minister Steven Vanackere, said: "All the contingency plans (for Greece) come back to the same thing: to be responsible as a government is to foresee even what you hope to avoid."

Two other senior EU officials confirmed the call and its contents, saying contingency planning was only sensible.

In its monthly report, Germany's Bundesbank said the situation in Greece was "extremely worrying" and it was jeopardizing any further financial aid by threatening not to implement reforms agreed as part of its two bailouts.

It said a euro exit would pose "considerable but manageable" challenges for its European partners, raising pressure on Athens to stick with its painful economic reforms.

Greek officials have said that without outside funds, the country will run out of money within two months and there remains the threat that if it crashes out of the euro zone, other member states could be brought down too.

A document seen by Reuters detailed the potential costs to individual member states of a Greek exit and said that if it came about, an "amiable divorce" should be sought with the EU and IMF possibly giving up to 50 billion euros to ease its path.

Although EU leaders' minds will have been focused by that prospect, disagreements have flared over a plan for mutual euro zone bond issuance and other measures to alleviate two years of debt turmoil, such as giving countries like Spain an extra year to make the spending cuts demanded of them.

"The idea is to put energy into the growth motor. All the member countries don't necessarily share my ideas. But a certain number expressed themselves in the same direction," new French President Francois Hollande told reporters.

For the first time in more than two years of crisis summits, the leaders of France and Germany did not huddle beforehand to agree positions, marking a significant shift in the axis which has traditionally driven European policymaking.

Instead, Hollande met Spanish Prime Minister Mariano Rajoy in Paris to discuss policy, before the pair travelled to Brussels by train.

Despite fears Greeks could open the departure door if they vote for anti-bailout parties at a June 17 election, Spain, where the economy is in recession and the banking system in need of restructuring, is at the front line of the crisis.

After meeting Hollande, Rajoy said he had no intention of seeking outside aid for Spain's banks, which are laden with bad debts from a property boom that bust and still has some way to go before it touches bottom.

But his government said its rescue of problem lender Bankia would cost at least 9 billion euros and it is also seeking ways to help its highly indebted regions meet huge refinancing bills.

SHIFTING SANDS

Socialist Hollande's election victory has significantly changed the terms of the debate in Europe, with his call for greater emphasis on growth rather than debt-cutting now a rallying cry for other leaders.

That has set up a showdown with conservative Merkel, whose primary objective is budget austerity and structural reform.

At his first EU summit, Hollande chose to make a stand on euro bonds - issuing common euro zone debt - despite consistent German opposition to the idea. "I was not alone in defending euro bonds," he said.

Merkel showed no sign of dropping her objections to the proposal, which she has said can only be discussed once there is much closer fiscal union in Europe. "There were differences in the exchange about euro bonds," she said bluntly.

The Netherlands, Finland and some smaller euro zone member states support her.

No major decisions were made at Wednesday's summit, which was intended to promote ideas on jobs and growth ahead of another meeting at the end of June.

But debate was intense, not just over euro bonds but over how to rescue banks and whether to give more time to struggling euro zone countries to meet their budget deficit goals.

"We haven't come together to confront each other ... but we have to say what we think - what are the right instruments, the right methods, the right steps, the right initiatives to raise growth," Hollande said.

The leaders discussed broad measures to stem the fallout from a winding up or restructuring of bad banks, EU officials said, with the European Central Bank pressing for the bloc to stand behind its struggling lenders but with Merkel's approval seen as far from guaranteed.

At the heart of the discussion are proposals from the European Commission for a legal framework to wind up or reorganize insolvent banks so as to avoid a repeat of the multi-trillion-euro taxpayer bailouts during the financial crisis.

Another suggestion is for the euro zone's rescue funds to be allowed to recapitalize banks directly, rather than having to lend to countries for on-lending to the banks. But that is another idea with which Germany is uncomfortable.

Having rallied on Tuesday, European stocks dropped 2.2 percent as investors priced in a lack of dramatic policy action. The euro tumbled against the dollar to its lowest since August 2010 and Spanish and Italian borrowing costs climbed.

A German two-year debt auction gave a stark illustration of how money is dashing for safe havens. Investors snapped up the 4.5 billion euros of paper on offer even though it came with a zero coupon - offering no return at all.

SEARCH FOR GROWTH

With the euro zone registering no growth in the first quarter and threatening to slip back into recession, policymakers touted three ideas to provide stimulus:

- 'Project bonds' backed by the EU budget to finance infrastructure projects alongside private sector investment.

- Doubling the paid-in capital of the European Investment Bank, the EU's co-financing arm, to a little over 20 billion euros.

- Redirecting structural funds which tend to flow to poorer countries, to other areas where they might reap more immediate growth rewards.

Even if all three proposals were to be activated quickly, economists say they will not provide a sufficient shot in the arm to the euro zone and the wider EU economy.
