Empathy represses analytic thought, and vice versa: Brain physiology limits simultaneous use of both networks

ScienceDaily (Oct. 30, 2012) ? New research shows a simple reason why even the most intelligent, complex brains can be taken by a swindler's story -- one that upon a second look offers clues it was false.

When the brain fires up the network of neurons that allows us to empathize, it suppresses the network used for analysis, a pivotal study led by a Case Western Reserve University researcher shows.

How could a CEO be so blind to the public relations fiasco his cost-cutting decision has made?

When the analytic network is engaged, our ability to appreciate the human cost of our action is repressed.

At rest, our brains cycle between the social and analytical networks. But when presented with a task, healthy adults engage the appropriate neural pathway, the researchers found.

The study shows for the first time that we have a built-in neural constraint on our ability to be both empathetic and analytic at the same time

The work suggests that established theories about two competing networks within the brain must be revised. More, it provides insights into the operation of a healthy mind versus those of the mentally ill or developmentally disabled.

"This is the cognitive structure we've evolved," said Anthony Jack, an assistant professor of cognitive science at Case Western Reserve and lead author of the new study. "Empathetic and analytic thinking are, at least to some extent, mutually exclusive in the brain."

The research is published in the current online issue of NeuroImage.

A number of earlier studies showed that two large scale brain networks are in tension in the brain, one which is known as the default mode network and a second known as the task positive network. But other researchers have suggested that different mechanisms drive this tension:

One theory says that we have one network for engaging in goal directed tasks. This theory posits that our second network allows the mind to wander.

The other theory says that one network is for external attention, and the second network is for internal attention.

The new study shows that adults presented with social or analytical problems -- all external stimuli -- consistently engaged the appropriate neural pathway to solve the problem, while repressing the other pathway. The see-sawing brain activity was recorded using functional magnetic resonance imaging.

Jack worked with former Case Western Reserve undergraduates Abigail Dawson, now a graduate student at the University of Otago in Dunedin, New Zealand; Katelyn Begany, now a graduate student at the University of California, Berkeley; and Kevin P. Barry, now a graduate student at Rensselaer Polytechnic Institute. Other co-authors are, from Case Western Reserve: former research assistant, Regina L. Leckie and Angela H. Ciccia, an assistant professor of psychological sciences; and Abraham Z. Snyder, MD, a professor of radiology at Washington University in St. Louis.

Jack said that a philosophical question inspired the study design: "The most persistent question in the philosophy of mind is the problem of consciousness. Why can we describe the workings of a brain, but that doesn't tell us what it's like to be that person?"

"The disconnect between experiential understanding and scientific understanding is known as the explanatory gap," Jack said. "In 2006, the philosopher Philip Robbins and I got together and we came up with a pretty crazy, bold hypothesis: that the explanatory gap is driven by our neural structure. I was genuinely surprised to see how powerfully these findings fit that theory." Philip Robbins is an associate professor of philosophy at the University of Missouri.

These findings suggest the same neural phenomenon drives the explanatory gap as occurs when we look at a visual illusion such as the duck-rabbit, he continued. The drawing of the head of the animal can be seen as a duck facing one direction or a rabbit facing the other, but you can't see both at once.

"That is called perceptual rivalry, and it occurs because of neural inhibition between the two representations," Jack said. "What we see in this study is similar, but much more wide-scale. We see neural inhibition between the entire brain network we use to socially, emotionally and morally engage with others, and the entire network we use for scientific, mathematical and logical reasoning.

"This shows scientific accounts really do leave something out -- the human touch. A major challenge for the science of the mind is how we can better translate between the cold and distant mechanical descriptions that neuroscience produces, and the emotionally engaged intuitive understanding which allows us to relate to one another as people."

The researchers recruited 45 healthy college students, and asked each to take five 10-minute turns inside a magnetic resonance imager. Meanwhile, the researchers randomly presented them with 20 written and 20 video problems that required them to think about how others might feel and with 20 written and 20 video problems that required physics to solve.

After reading the text or viewing the video, the students had to provide an answer to a yes-no question within seven seconds. Each student's session in the MRI included twenty 27-second rest periods, as well as variable delays between trials lasting 1, 3 or 5 seconds. Students were told to look at a red cross on the screen in front of them and relax during the rests.

The MRI images showed that social problems deactivated brain regions associated with analysis, and activated the social network. This finding held true whether the questions came via video or print. Meanwhile, the physics questions deactivated the brain regions associated with empathizing and activated the analytical network.

"When subjects are lying in a scanner with nothing to do, which we call the resting state, they naturally cycle between the two networks," Jack said. "This tells us that it's the structure of the adult brain that is driving this, that it's a physiological constraint on cognition."

The finding has bearings on a variety of neuropsychiatric disorders, from anxiety, depression and ADHD to schizophrenia -- all of which are characterized by social dysfunction of some sort, Jack said. "Treatment needs to target a balance between these two networks. At present most rehabilitation, and more broadly most educational efforts of any sort, focus on tuning up the analytic network. Yet, we found more cortex dedicated to the social network."

Perhaps most clearly, the theory makes sense in regards to developmental disabilities such as autism and Williams syndrome. Autism is often characterized by a strong ability to solve visuospatial problems, such as mentally manipulating two and three-dimensional figures, but poor social skills. People with Williams syndrome are very warm and friendly, but perform poorly on visuospatial tests.

But, even healthy adults can rely too much on one network, Jack said. A look at newspaper business pages offers some examples.

"You want the CEO of a company to be highly analytical in order to run a company efficiently, otherwise it will go out of business," he said. "But, you can lose your moral compass if you get stuck in an analytic way of thinking."

"You'll never get by without both networks," Jack continued. "You don't want to favor one, but cycle efficiently between them, and employ the right network at the right time."

The researchers continue to test the theory, studying whether brains will shift from the social network to the analytical when students in the MRI see people depicted in a dehumanizing way, that is, as animals or objects. The group is also studying whether disgust and social stereotyping confound our moral compass by recruiting the analytical network and depressing social network activity.

(AP) ? Hurricane Sandy knocked out a quarter of the cell towers in an area spreading across ten states, and the situation could get worse, federal regulators said Tuesday.

Many cell towers that are still working are doing so with the help of generators and could run out of fuel before commercial power is restored, the Federal Communications Commission said.

The landline phone network has held up better in the affected area, which stretches from Virginia to Massachusetts, the FCC said, but about a quarter of cable customers are also without service.

The FCC did not have an estimate for the number of people in the affected area.

Call centers for 911 service have held up relatively well, with only a few failures, according to FCC chairman Julius Genachowski. Calls to those centers are being rerouted, but operators may not be getting the automatic location information that 911 centers normally receive.

Sandy left widespread destruction, but the water welling into southern Manhattan drenched one of the world's densest communications nodes, taking out popular websites and forcing telecom carriers to reroute international traffic.

As commercial power was cut to the southern tip of Manhattan on Monday, data centers and phone-companies facilities in the Wall Street area were forced to switch to diesel generators. Data centers that failed to keep running on backup power brought down news and gossip sites Gawker, Huffington Post and many popular New York-based blogs.

Gawker was still down Tuesday afternoon, but Huffington Post was back online. Their webhost, Datagram Inc., said power was out and flooding in their basement was preventing their backup generators from pumping fuel. Internet connectivity from three providers was also down.

Verizon Communications Inc., the biggest phone company in the region, had some of its facilities in downtown Manhattan flooded, shutting down phone and Internet service.

Further uptown, data centers hosted in a "telecom hotel" that spans a whole block and houses Google's New York headquarters were reporting outages as well, apparently because backup power failed when commercial power was cut Monday evening.

Renesys Corp., which monitors the pathways of the Internet, said the storm caused major outages in New Jersey and New York. The city is a major transit point for international telecommunications traffic, and the firm said carriers were scrambling to route traffic around it.

Cablevision Systems Corp., which serves parts of Long Island, New York City and New Jersey, said it's experiencing widespread outages due to the loss of power. The company said it doesn't yet know the extent of outages in New Jersey, which bore the brunt of the storm.

Time Warner Cable Inc., the other big New York-area cable company, said it had no reports of significant damage to its network, but customers without power had no cable service.

AT&T Inc. said there are "issues" in hard-hit areas, and it's in the early stages of checking for damage and restoring service.

KENT, Ohio (AP) ? To the campaigns of President Barack Obama and rival Mitt Romney, the electorate looks like a variety of demographic groups. But on the ground, with early voting under way in crucial states like Ohio, the picture is more complicated.

There is the single mom who's a former union shop steward. Now she is a local Republican elected official and is voting for Romney. There's a 43-year old skilled tradesman who voted for a third-party candidate in 2008 but now is backing Obama.

How Romney and Obama target their voters, sway independent ones and get them all to the polls in crucial Ohio might well determine the outcome of next Tuesday's election. In a race this close, not everyone matches the voter profile.

Hurricane Sandy: Phone Companies Prepare For Post-Storm Crisis, Lining Up Disaster Recovery Trailers

Phone companies on the eastern seaboard are preparing Monday for the onslaught of Hurricane Sandy by topping up fuel for backup generators and lining up disaster recovery trailers to move into flooded areas after the storm passes.

At Verizon the largest landline phone company on the East Coast, spokesman John Bonomo says the storm had not yet had any major effect, and the network is performing normally.

At AT&T, employees are adding portable generators to cell towers and checking on fuel levels, says spokesman Mark Siegel.

As usual, the phone companies are recommending that people use text messaging when disaster hits and network capacity is strained. Text messages use minimal network resources compared to phone calls and Web surfing.

U.S. nuclear plant declares 'alert' after Sandy storm surge: NRC

NEW YORK (Reuters) - Exelon Corp declared an "alert" at its New Jersey Oyster Creek nuclear power plant due to a record storm surge, the Nuclear Regulatory Commission said, warning that a further water rise could force the country's oldest working plant to use emergency water supplies to cool spent uranium fuel rods.

The alert -- the second lowest of four NRC action levels -- came after water levels at the plant rose by more than 6.5 feet, potentially affecting the pumps that circulate water through the plant, an NRC spokesman said late on Monday.

Those pumps are not essential since the 43-year-old plant was shut for planned refueling since October 22. However, a further rise to 7 feet could submerge the service water pump motor that is used to cool the water in the spent fuel pool.

Exelon said in a statement that there was no danger to equipment and no threat to public health or safety.

The incident at Oyster Creek, which is about 60 miles east of Philadelphia on the New Jersey Coast, came as Sandy made landfall as the largest Atlantic storm ever, bringing up to 90 mile per hour (mph) winds and 13-foot storm surges in the biggest test of the industry's emergency preparedness since the Fukushima disaster in Japan a year and a half ago.

Although such alerts are considered serious events in the industry -- with only about a dozen such instances in the past four years, according to NRC press releases -- flood waters should be receding at the plant following high tide, reducing the risk of emergency action.

Sandy had been expected to force the closure of at least two other nuclear plants in New Jersey, although the NRC said none of the country's other nuclear reactors had been shut by the storm.

The NRC spokesman said the company could use water from a fire suppression system to cool the pool if necessary. The used uranium rods in the pool could cause the water to boil within 25 hours without additional coolant; in an extreme scenario the rods could overheat, risking the eventual release of radiation.

Exelon spokesman David Tillman said the plant has "multiple and redundant" sources of cooling for the spent fuel pool. He said he did not know whether the service water system was operational at the moment.

MONITORING NUCLEAR POWER PLANTS

Constellation Energy Nuclear Group's 630-MW Nine Mile Point 1 nuclear power reactor in upstate New York did shut down due to a problem putting power onto the grid, although it was not clear whether the trouble was related to the storm, the NRC spokesman said.

The relatively small 636-megawatt Oyster Creek plant also experienced a "power disruption" at its switch yard, causing two backup diesel generators to kick in and maintain a stable source of power, Exelon said.

Tillman said another Exelon reactor at the Limerick facility in Pennsylvania was reduced to 91 percent power after Sandy caused a problem with the condenser.

An alert-level incident means there is a "potential substantial degradation in the level of safety" at a reactor.

"Given the breadth and intensity of this historic storm, the NRC is keeping a close watch on all of the nuclear power plants that could be impacted," NRC Chairman Allison Macfarlane said.

The concerns over the status of the spent fuel pool at Oyster Creek was reminiscent of the fears that followed the Fukushima disaster last year, when helicopters and fire hoses were enlisted to ensure the pools remained filled with fresh, cool water. The nuclear industry has said that the spent fuel rods at Fukushima were never exposed to the air.

Nuclear plants must store the spent uranium fuel rods for at least five years in order to cool them sufficiently before they can be moved to dry cask storage containers.

The plant uses pumps to take in external water that circulates through a heat exchanger used to cool the internal water that surrounds the rods, keeping them from overheating. (Editing by Ed Davies)

Does reading ability affect Math achievement in High School students?

?Reading is fundamental in predicting Math achievement in 10th graders? is an article written by Karen H. Larwin from Youngstown State University. It is a comprehensive study on the needs of high school students, and the relationship between math achievement - specifically with respect to solving word problems - and reading ability. The author starts by giving some background on the research and studies that had already been performed in the past regarding math performance.Studies done by Schacter (1999) found that Computer-Assisted Instruction (CAI) had a positive impact on students? achievement of math ? improving their percentile from 50th to 73rd. Studies done by Rangappa (1994) had ?found significant differences in mathematics achievement for students with high, normal, and low self-concepts? (Larwin, 2010, p. 132). In other words, students with higher self-esteem performed better. In the same way, research done by Mason and Scrivani (2004) had investigated students? attitudes and self-evaluations, and how they affected students? math achievement. They had concluded that these mathematical beliefs do affect in a significant way the achievement of students in this area. On the other hand, Majumder (2003) had found that reading comprehension was a defining factor in students? ability to solve word problems.
In spite of all these studies, little research had been done to examine the relationship between reading ability and math performance. This led to the need of a new study of the data set from the Education Longitudinal Study: 2002 (ELS-2002) ? a data set that monitors students from 10th through 12th grade and beyond. Initially 752 schools had been selected randomly from a pool of 27,000 schools that represented ethnic diversity. Out of the 752 schools, 442 10th grade participants were selected based on completion of the preliminary requirements ? completion of teacher surveys as well as students? tests. And of these 442 students, 240 were female and 202 male. The study?s goal was to test the following hypotheses: 1) were there any differences between male and female performances? 2) Does reading ability indeed predict math achievement? And 3) do the variables of CAI, teacher?s expectation, and student math self-efficacy have a stronger influence on Math achievement than reading ability?
The study was composed of two models. The first model took into consideration only reading proficiency as a factor, and the results indicated ?that reading achievement is a significant predictor of the student?s level of mathematics achievement? (Larwin, 2010, p. 139). The second model, on the other hand, took into consideration the three independent variables mentioned above ? CAI, teacher?s expectation and student math self-efficacy. The results of this model found a direct correlation between math self-efficacy and teacher?s expectation and students? math success. In regards to male and female differences in performance, no significant differences were revealed.
I believe it was wise to do a study of 10th graders as opposed to 8th graders, since the stage in life does indeed affect the performance of students in school. Eighth grade was a rough year, and Social Studies was never my strong subject in school. My head was full of butterflies, and school was not in my mind. At the end of that year, I did not pass Social Studies class, which forced me to go to summer school. That was a hard lesson to learn, after being a straight A student for a while. One of the suggestions mentioned in the conclusion was that math coursework should be postponed for English Language Learner (ELL) students until they have acquired the reading skills necessary to solve word problems. I believe that suggestion is too general and dismisses the fact that some ELL?s might be very proficient in math. I believe a combination of guided bilingual instruction and challenging coursework would meet the needs of these students.

S.Africa's Nedbank lifted by higher-risk lending

JOHANNESBURG (Reuters) - Nedbank Group announced on Monday that it is on track for double-digit earnings growth this year, the latest South African bank to benefit from a rise in higher-risk lending.

Hampered by weak corporate demand for credit, the country's big banks have ramped up unsecured lending - the profitable but riskier practice of giving loans that are not backed by collateral.

Unsecured loans in Africa's top economy surged 21 percent in the year to June and now total a $43 billion, the central bank said last week, as Nedbank and its rivals continue to push profitable credit cards and personal loans.

"It's probably the key risk facing South African banks," Johann Scholtz, banking analyst at Afrifocus Securities in Cape Town, said of unsecured lending.

"We've seen this movie before. Everyone is saying, 'No, it's not as problematic as the media is making it out to be.' I still feel that somewhere along the line somebody is going to get burnt."

Unsecured lending has helped South African banks to overcome relatively lacklustre economic growth and book double-digit profit increases.

Investors have noticed. Shares of FirstRand, South Africa's second-largest lender, have climbed 43 percent in the past 12 months. Nedbank, the country's No.4 bank and majority owned by insurer Old Mutual, has jumped 30 percent.

South African banks are now trading at lofty multiples. Nedbank's forward 12-month price-to-book ratio of 1.46 makes it more expensive than Wells Fargo & Co, Goldman Sachs Group and HSBC Holdings.

WOBBLY FINANCES

But the growth may not be sustainable, given the wobbly state of household finances.

Household debt totals 76 percent of disposable income, according to government statistics, while the unemployment rate is stuck at about 25 percent.

One positive for Nedbank has been its focus on writing shorter-term unsecured loans, said Afrifocus's Scholtz. That lowers the risk of bad loans staying on the book for a longer time and allows the bank to react quickly to changes in the market, he said.

Nedbank said in a trading statement that it expects to meet its full-year target for earnings growth - about 13 percent, according to Reuters calculations.

The bank derives its earnings target by adding 5 percent to the sum of the growth in gross domestic product and the consumer prices index.

Net interest income, the measure of earnings from lending, increased 9 percent to 14.5 billion rand in the nine months to September 30, the bank said.

Non-interest revenue, which includes fees and commissions, rose 14 percent to 12.4 billion rand.

Total loans were up by 7 percent, while the ratio of bad debt charges decreased.

Shares in the bank were little changed at 182.40 rand at 1408 GMT.

The supply of gasoline, diesel and jet fuel into the East Coast ground virtually to a halt Monday as Hurricane Sandy forced the closure of two-thirds of the region's refineries, its biggest pipeline, and most major ports.

Gasoline prices jumped as much as 11 cents a gallon on commodities markets as traders feared that power outages and flooding could leave refiners struggling to restore operations after the broadest storm ever to hit the United States. Prices later pared gains to close up about 6 cents a gallon at $2.757.

As Sandy neared the coast refinery, pipeline, port and terminal operators shuttered or reduced operations, increasing the risk that bottlenecks would keep fuel supplies from reaching customers.

"Given the recent tightness of supplies in New York Harbor, this weather event is only likely to perpetuate strength in gasoline prices," BNP Paribas oil analysts Harry Tchilinguirian and Gareth Lewis-Davies said in a research note.

Colonial Pipeline, the nation's largest oil products pipeline that connects the East Coast to Gulf Coast refiners, was set to close its main line to Philadelphia and New York, halting delivery of up to 15 percent of the region's fuel demand.

Nearly 70 percent of the region's refining capacity was on track to be idled. Phillips 66
confirmed it had completely shut its giant Bayway, N.J., refinery, the area's second-largest plant, known as the "gasoline machine" for its key role supplying motor fuel to the New York City area.


Philadelphia Energy Solutions began the precautionary closure of key units at its Philadelphia refinery, the region's biggest.

"Many of the process units have been shut down, others are in 'standby,' and the remainder have been brought to their minimum safe operating levels," said spokeswoman Cherice Corley.

The storm comes as low inventories of refined products have stirred concerns of potential price spikes during the winter heating season.

The precautionary refinery closures are more widespread than during Hurricane Irene in August 2011, when only the Bayway plant shut completely.

While refiners escaped any serious damage during that hurricane, many fear Sandy's massive storm surge -- forecast to be as high as 11 feet -- could breach plant defenses and cause damaging flooding, which can sometimes take weeks to repair. Abrupt power outages also can damage refinery equipment.?

The Valparaiso football team surrendered four touchdowns of 78 or more yards in the first half Saturday in a 44-7 loss to Marist College as part of Parent?s Day at Brown Field.?

In the opening half, Marist notched passing touchdowns of 97 and 78 yards along with rushing touchdowns of 85 and 96 yards. The four plays accounted for 356 of the Red Foxes? 661 total yards.

?You can?t give up big plays,? head coach Dale Carlson said. ?We gave up seven or eight of them?you can?t expect to win when those things happen.?

The Crusaders? offense racked up 309 passing yards and 382 yards of total offense in a losing effort.

The Crusaders took the opening kickoff and marched into Marist territory with a seven-play, 43-yard drive. On the possession, Eric Hoffman (Manitowoc, Wis./Lincoln) completed a 41-yard pass to wide receiver Eric Slenk (Holland, Mich./Christian). On third-and-19 from the Marist 26, Hoffman was intercepted by safety Zach Adler.

The Red Foxes took over at their own seven-yard line and after two negative plays, Chuckie Looney hit Mike Rios for a 97-yard touchdown strike. After a missed extra point the Crusaders trailed 6-0 with 10:20 left in the first quarter.

After a Valpo three-and-out, Marist got the football back and penetrated deep into Valpo territory with a 13-play, 59-yard drive that featured a pair of third down conversions. On third down from the Crusaders 12-yard-line, Marist offensive lineman Peter Evans was called for holding, forcing the Red Foxes to settle for a Jason Myers 34-yard field goal.

On their third possession, the Crusaders strung together their longest drive of the first half.? Following a 29-yard pass to Slenk. Hoffman led a 10-play, 74-yard drive that included completions to Jake Hutson (Blanchard, Mich./Montabella), Fred Gladney (Milwaukee, Wis./Dominican) and Tim Bennett (Joliet, Ill./Joliet Catholic). On third and less than a yard from the Marist one-yard line, Hoffman?s pass for Andrew Cassara (Mokena, Ill./Aurora Christian) was incomplete. A fourth down run to Ryan Lehr (Cincinnati, Ohio/Glen Este) was stuffed for a loss of one, resulting in a turnover on downs.

?The disappointing thing is that we have been pretty good in the redzone, for the most part, for the year,? said Carlson.? ?We just, again, lacked some consistency in that area today.?

On the ensuing possession, Marist?s Wale Onakoya unleashed an 85-yard touchdown run to put the Red Foxes up 16-0 with 11:47 left in the first half. The game remained 16-0 until the waning minutes of the first half. LONDON (AP) ? The sex abuse scandal surrounding the late BBC children's television host Jimmy Savile widened on Sunday as police arrested former glam rock star and convicted sex offender Gary Glitter in connection with the case, British media said.

Police would not directly identify the suspect arrested Sunday, but media including the BBC and Press Association reported he was the 68-year-old Glitter. The musician made it big with the crowd-pleasing hit "Rock & Roll (Part 2)," a mostly instrumental anthem that has been a staple at American sporting events thanks to its catchy "hey" chorus. But he fell into disgrace after being convicted on child abuse charges in Britain and Vietnam.

British police do not generally identify suspects under arrest by name until they are charged. When asked about Glitter, a spokesman said only that the force arrested a man in his 60s early Sunday morning in London on suspicion of sexual offenses in connection with the Savile probe. He remains in custody in a London police station, police said.

Glitter, whose real name is Paul Gadd, is the first suspect to be arrested in the scandal. It was not immediately clear if Glitter and Savile knew each other.

Hundreds of potential victims have come forward since police began their investigation into sex abuse allegations against Savile, the longtime host of popular shows "Top of the Pops" and "Jim'll Fix It" who died at age 84 last year. Most allege abuse by Savile, but some said they were abused by Savile and others.

Glitter broke out with his look of shiny jumpsuits, silver platform shoes and bouffant wigs, scoring a string of hits in the 1970s, but his music has often been shunned since his abuse convictions. In 2006, the NFL advised its football teams not to use the Glitter version of "Rock and Roll (Part 2)" at games.

Glitter was convicted in 2006 in Vietnam of committing "obscene acts with children" ? offenses involving girls aged 10 and 11. He was deported back to Britain in 2008. He was separately jailed in Britain in 1999 for possessing child pornography.

The scandal has horrified Britain with revelations that Savile cajoled and coerced vulnerable teens into having sex with him in his car, in his camper van, and even in dingy dressing rooms on BBC premises.

Police have said that though the majority of cases related to Savile alone, some involved the entertainer and other, unidentified suspects. In addition, some potential victims who reported abuse by Savile also told police about separate allegations against unidentified men that did not involve the BBC host.

On Sunday, the chairman of the BBC Trust said he was committed to finding out the true scale of the scandal to save the broadcaster's reputation, which has been tarnished by allegations that it did not reveal all it knew about the allegations against Savile.

"Can it really be the case that no one knew what he was doing? Did some turn a blind eye to criminality? Did some prefer not to follow up their suspicions because of this criminal's popularity and place in the schedules?" Chris Patten wrote in The Mail on Sunday.

The BBC has set up an independent inquiry into the corporation's culture and practices in the years Savile worked there. It also launched a separate inquiry into whether its journalists dropped an investigation into the allegations.
